I think the general angle on the exchange is composed to two things:
ISPs who were formerly just competitors in reselling International
bandwidth are now cooperating to create new domestic bandwidth, which will
be faster and cheaper for actual users, and
The government is participating in this spirit of cooperation by reducing
barriers to trade. Specifically, the removal of the special tax on
Internet cafes, and the fact that anyone can run their own new fiber
infrastructure to connect to the exchange, combine to create an
environment where broadband access can proliferate, where previously only
dial-up was cost effective.
