UiXP Action plan and advance draft report -- (work in progress).
Important updates:
-- September/October 2001, and prior: UiXP is incorporated as company limited
by guarantee without shares, subsequent revisions to Articles of Association
in view of UCC's comments --> on advice of a lawyer -- Sim Katende
of Katende, Sempebwa & Company Advocates, that this form of incorporation
being
best way for an association of diverse members for common goal, yet retain
offers
same benefits to operate as a non-for-profit business. 11 stake holders sign
Articles of Association & Memo. of Association.
Legal Costs and other charges paid by CFI/UoL.
Prior to September the UiXP solicits and gets a small grant(UK Pounds 18,000)
from Dfid of the UK. GAMOS Ltd is appointed fund manager for this grant. Terms
of grant is to be disbursed upon submission of specific expenditure lines
submitted prior.
Another donation received so far is an HP switch from the NSRC - Noah
Sematimba of
SanyuTel Ltd has custody of this item. For the record CFI/UoL paid taxes to
clear
this item out of customs.
-- October/November 2001: Tenancy agreement with UCC for space at
Communications
House signed. Tenancy effective November 1st 2001. Visit from Nigel Scott of
GAMOS Ltd(contracted by Dfid to manage fund)
-- December 2001: Letter of No Objection from UCC i.e, precursor to license
Application lodged to open bank account with Barclays. Requires
the usual paper work, but suffers considerable delays because of what Barclays
calls issues arising after 9/11. Process is completed early January.

-- February is when first trench of Dfid funds(approx. 16,000 British Pounds,
~US$ 24K) finally arrives on Barclays account, although funds not
accessible yet
because we don't have cheque books yet.
GAMOS Ltd advises on disbursement procedures that require quotes from suppliers
of the key items i.e RACK, PC & Battery Power Backup.
NCR, Computer Point Ltd, Kazinga Channel and INCAFEX approached. Quotes
received
and forwarded to GAMOS, and best quote used as basis for final choice.
- NCR to supply RACK, Switch and LAN plus accessories. NCR will build LAN
unless
competent volunteers come forward and ready to do job next week.
- INCAFEX to supply and install battery Power Back-up next week.
- Supply of 2 PCs will be tendered again.
- UCC will paid rent arrears?? will try to negotiate allowance for time when
we haven't occupied premises.
ii) Staffing
The following individual are ear-marked to start as interim staff.
- Names: Noah K. Sematimba Full Time.
- Luke Kyohere and one other assistant to be hired later( both Full time)
Both of these staff members are expected NOT to be affiliated to any other
company during their tenure of office, and will be expected to adhere to a
strict
code of conduct i.e impartiality, non disclosure confidential client
information,
commitment to work in terms of time, presence and availability by other means
outside office hours -- on 24/7 schedule.
ToRs..
Team Leader & 2 Assistants:
All positions are tenable for 3 months under " UiXP's Interim Terms of
Employment" here included as the Terms of Reference(ToRs).
This position role is interim and will be subject to review after 3 months.
The rotational
staff model will be explored at the end of the interim period.
The Team Leader's role is to provide technical oversight but may be
required during the
interim period to perform delegated administrative functions.
- The immediate task of the position holder will be to prepare the
physical space at
the UiXP premises in readiness to allow interconnection of client networks.
- Prepare a roll out plan, publicize UiXP's AUP and Technical Guidelines to
the community.
- Help intending members acquire the necessary parameters i.e AS numbers,
address space if necessary, negotiate interconnection agreements and any
other activities the serve the objectives the IXP as stated in its various
policy documents like AUP, TG, UCC License
compliance and UiXP's Articles and Memorandum of Association.
- Ensure all connected members comply with the set AUP
Other general functions for Team Leader:
a) Provide supervisory oversight to 2 assistants
b) To implement management decision
c) Revamp dialogue on technical lists and organize tech meetings,
d) enlarge the participating community to eligible members of the Internet
community,
e) Update/Revamp Website and mailing as primary vehicle to promote the UiXP,
conduct a media campaign, prepare brochures and informative material for
distribution members and prospective clients.
The following is a roll out plan barring any shortcomings.
- A Cabled LAN with installed Power Backup, a RACK, PCs with installed
appropriate software by 3rd week of February. All other key procurements
in place by end of February
- Determine and adopt a tariff structure.
- Negotiate to have all major backbone providers at Exchange point by 2nd
week of March
- First packets routed by 2nd week of March.
- Review Business Plan at end of March.
