The UIXP is not a service you offer to each of your customers privately.
One could consider the UIXP as simply an interconnect link to all the
other providers such as you probably already have with UTL and Celtel via
your telephony. So like all the other providers MTN would simply be
putting in a router, and a link to itself so that the other members can
reach your network without going over expensive international links and
vice versa.

The idea of services here is the problem I think. The service the UIXP is
providing is interconnectivity. However the IXP in itself is not providing
the links to the members. The individual members are taking care of this
in whichever way they choose to do so. IN which case they can decide to
use say an MTN ISDN link, wireless local loop, fibre optic, or UTL DSL
leased lines or even their own wireless infrastructure depending on their
internal decision making process and what makes the most sense
financially and technically to that particular member.
