a few comments

  o do not underestimate the level of technical skill that will be needed.
    personally, i think it will take six months to a year to come up to real
    clue level.

    just helping the isps deal with their routing will be a sufficiently
    major task that the nsrc is negotiating funding to finance one or two
    senior african engineers to do nothing but help isps who need to upgrade
    their routing to connect to IXen.

  o as to conflict of interest, we have a saying, "i work for the internet."
    the internet has always been a cooperation of engineers and a
    competition of marketeers.

but it is a wonderful and amazing thing that uganda is bringing up an
exchange.  and all the providers, the users, and the country will benefit.
