Interim report: Exchange Point
Hello Everyone,
An interim report for Uganda Internet Exchange Point -- UIXP is now available
at www.uixp.co.ug. Soft copies, in MS Word 2000 format, is available on request
from either myself or Hope Mugagga(hopemugagga@hotmail.com).
Apologies for the pace of things! As you might guess, this process was
caught up in
our own individual busy schedules. However, consultations and dialogue have
been on an going process all this time. Minutes of the various meetings
with each
one you will soon be published on this web site.
I think from this point it is imperative that we regularly conduct
discussions on this list since
putting together regular face-to-face meetings isn't practical given our
various work
commitments. I propose we aim for 3 face-to-face meetings each month, say
on the last
wednesday of each month until we launch -- hopefully :-)
The techie group will continue meeting weekly every Wednesday at the
Coffee Terrace of
The Grand Imperial Hotel. Many of the practical issues will be discussed
posted to their list
www.uixp.co.ug/archives or cross posted here where this related to a policy
issue.
We have also adopted some parts from existing Exchange Points policies
already in operation,
though the bulk of it from view expressed by various stake holders. The
section on Technical
Guidelines is partly from the ongoing techie group discussions..
An agenda at stage would seem like the following:
-- Registered enterprise as a Company Limited by guarantee, or Association
-- Amend/Accept operation policies
-- Sign on founder members, elect Board.
-- Budget and funds
-- Acquire premises
-- Setup, test and launch
More thoughts are needed to expand/revise this.
These are the important dates to lookout for in the UCC guidelines are:
i) Draft legal documents for the association/organization to run the IXP in
Uganda shall be
worked out and completed as soon as possible such that the documents are
submitted to
UCC by close of business on Thursday 31st May 2001. UCC will study these to
ensure they
comply with the above listed guidelines and give comments as appropriate.
comment: So as to stay within these dates we submitted the draft report to
UCC. This can still be
amended if there is anyone with some dissent or worthy amendments.
ii) Registration of the above mentioned association/organization should be
completed by 15th June 2001.
iii) The IXP shall be launched and be operational by 14th September 2001.
