Redirect would fail unless every peer added static routes to the IX
subnet.

Besides I think the objective is to allow access to the "outside world"
as well.

Just a Thought;
If the IX machine is up, running and collecting stats, A virtual host
apache conf with a 'redirect' rule to the IX machine from any or all of
the ISP's with access would get them stats visible online faster than
the dynamics of getting transit access.
