I have to re-emphasize the issue of the language some of you are using.
The issue here is _interconnecting exchanges_, not _creating an exchange_.
You've already got a lot of exchanges, and need more local ones. The next
step is finding carrier networks which can span them, and provide transit
directly between them, rather than through New York and London.
