Maamun, please confirm that you are announcing this prefix to all BGP
speakers at the exchange. Eric/Maamun, you may need to refresh the routing
updates without tearing down your BGP sessions:

clear ip bgp x.x.x.x in | out

This should allow you to load new policies/prefixes, without flapping.
