and they are supposed to guess what equipment?

most exchange points are run by engineers.  managers like to figure out how
to configure switches, routers, and servers about as much as engineers like
to do five year financial planning spreadsheets.  that's why the two
generally work together.

to find exchange points' web sites, you might start at <http://www.ep.net/>.
but don't take anything the ep.net site says about getting address space or
operating an ix seriously.
