i would think you would also want to decide and specify:
  o the actual switch
  o how pop is wired
  o how much rack space each isp gets as basic
  o procedures for operation of the ix, e.g.
    - how one requests connection
    - what levels/flavors of connectivity are provided
    - what measurement will be done
    - how measurement and other data will be retained
    - ...
  o services provided by the ix
    - ntp
    - statistical and connectivity data display
    - ...

you may want to take a look at the web site of a few exchange points to get
an idea of the technical services provided and realize that your job has
only just started.
