the major costs are monthly, not startup equipment. and for the startup,
the simpler and less costly is actually the better technically and personnel
wise.
the monthly costs which predominate are
o each isp's circuits to the exchange
o the physical space and racks
o aircon
o reliable power
and supporting monthly costs has become unfasionable among all but the most
colonialist and controlling (i.e. the colonial telcos) donors.
