usually, successful exchanges have a business model where those connecting
pay for the service and this supports the exchange.

the nsrc would be honored to get a switch for you.  but the real costs of an
exchange point are not the switch.  they are the physical space, racks for
customer routers, reliable power, ...  and those are monthly costs.
