I would imagine that the other services like wen dns can be on
another router also connected to the IXP and as well any other NGOs
interested can also put a router in place and host their services there.
The individual ISPs can then decide whether they want to peer with them.
They would thus be in effect taken like any other provider. Other services
required like say ntp dns can also be put on a router connected to the
switch.
 I remember that Barry's white paper and its problems was discussed on
afnog ) http://www.aafnog.org) some months ago ( http://www.uol.co.ug/afnog-archives)
and according to some people many folks in the first world laughed
at it except the colonialists of course. Also note that it is by
cisco and it sells more routers as a result.
