I think his idea is that ideally the ISPs should just peer with each other
directly with only a switch in between to facilitate communication or so I
think. Randy is not infallible and he could be wrong but he is very good
and I just want to know why he thinks such a setup is better. I am
looking at the paper. It may be a simplistic approach but it is also the
reason I was saying that I had reservations about the setup something of
this sort was on my mind but I needed time to think about it and formulate
it into sensible ideas.
